1.2 This privacy notice explains how the council processes your personal information in connection with the Salary Sacrifice Shared Cost Additional Voluntary Contributions (SCAVC) Scheme, which enables LGPS members to make additional pension contributions through salary sacrifice. The scheme is administered by AVC Wise Limited (t/a My Money Matters) on the council’s behalf.
1.3 My Money Matters processes personal data on the council’s behalf under a contract that requires compliance with data protection legislation. The council is the Data Controller, and My Money Matters acts as its Data Processor when administering the scheme. Where My Money Matters acts as an independent Data Controller, it will provide its own privacy notice.

2.0 Information that we hold
2.1 We currently collect and process the following information for SCAVC Scheme:
- Identity Data including - first name, last name, username or similar identifier, employee Number, payroll number, National Insurance number, date of birth, and gender
- Contact Data including - full address, email address and telephone numbers
- Financial Data including - salary and any existing AVC Plan information / contribution amounts, salary and pension contribution details, Employment status and contractual information, LGPS membership details and bank or payment-related information where necessary
- Transaction Data including - details about products and services you have selected
- Technical Data including - internet protocol (IP) address, your login data, browser type and version, time zone setting and location, operating system and platform, and other technology on the devices you use to access the My Money Matters platform
- Profile Data includes your username and password, feedback and survey responses
- Usage Data includes information about how you use the My Money Matters platform and services
- Communications Data includes your communication preferences and correspondence and records relating to your participation in the scheme
2.2 Neither the council, nor My Money Matters on our behalf, collect any Special Categories of Personal Data or information relating to criminal convictions and offences.
3.0 How the information is obtained
3.1 Most of the personal information we process is provided to us directly by you for one of the following reasons/ through one of the following means:
- By filling in forms or by corresponding with the council and My Money Matters by post, phone, email or otherwise. This includes personal data you provide when you:
- making an application for products or services
- creating an account
- subscribing to publications
- entering a competition, promotion or survey
- giving feedback or contacting us - Where it is necessary for the performance of a contract to which you are a party or to take steps at your request before entering into such a contract
- Where it is necessary for the purposes of legitimate interests pursued by the council, or by My Money Matters on our behalf
- Where it is necessary for compliance with a legal obligation that we are subject to
- Where you have consented to the use of your personal data for a further purpose
3.2 There are a number of reasons why we need to collect and use your personal information. Generally, we collect and use personal information where:
- it is needed for employment purposes
- you have entered into a contract with us
- it is necessary to meet our legal obligations
- you have requested a service from us
- it is required for the defence of legal cases
- it is necessary for law enforcement reasons and to prevent, and detect fraud or crime
- it is necessary for archiving, research, or statistical purposes. For these purposes your data would be used in a pseudonymised format (name and other identifying information replaced with a unique number)
The applicable UK GDPR lawful basis for processing is Article 6(1)
(c) - Legal Obligation - Processing is necessary for compliance with legal obligations relating to under Employment law, Tax legislation, Pension regulations and Local Government Pension Scheme requirements.
(e) - Public Task - Processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the council.
(b) - Contract - Certain processing may also be necessary to implement salary sacrifice arrangements requested by you and agreed as part of your employment terms and conditions.
Where the council, or My Money Matters on our behalf, need to collect your personal data by law, or for the performance of a contract to which you are party, if you fail to provide that personal data, those lawful purposes for collecting and processing it cannot be met. Consequently, for example, you may have your request for services rejected.
4.0 What we do with the information
4.1 We process your personal information to:
- Assess eligibility for the SCAVC Scheme
- Set up and administer salary sacrifice arrangements
- Calculate and deduct AVC contributions through payroll
- Communicate with you regarding your participation in the scheme
- Promotional offers - You will receive communications from us, and from My Money Matters on our behalf, if you have registered on the My Money Matters platform - communications sent by My Money Matters on our behalf (your employer) are not third-party communications
- Administer pension benefits and records
- Meet our legal, regulatory and tax obligations
- Prevent fraud and ensure the security of our systems
- Manage financial, audit and reporting requirements
4.2 Your personal information may be shared with:
- My Money Matters, the provider and administrator of the SCAVC Scheme
- The Local Government Pension Scheme administering authority
- HM Revenue and Customs (HMRC)
- Payroll and pension software providers
- Professional advisers, auditors and regulators where required
- Other public authorities or law enforcement agencies where required by law
All organisations receiving your information must handle it securely and only use it for lawful purposes.
4.3 The council does not use automated decision making for equalities processing. Automated decision-making is where decisions are made about you without any human influence on the outcome. These may affect your legal rights or have an impact on your circumstances, behaviour or choices.
4.4 There is no profiling undertaken in relation to equalities processing. Profiling is where you analyse parts of an individual’s personality, behaviour, interests and habits to identify their preferences, make predictions or decisions about them.
4.5 You can ask us to stop sending you communications at any time by contacting My Money Matters or by clicking the unsubscribe link in any message.
4.6 Where you opt out of receiving communications, this will not apply to messages concerning the fulfilment of services, or when we want to notify you regarding other important developments (aka ‘transactional communications’).
4.7 In some circumstances, we will anonymise your personal data (so that it can no longer be associated with you) for research or statistical purposes, in which case we may use this information indefinitely without further notice to you.
5.0 How long we keep your information for and how we securely dispose of it after use
5.1 We keep your personal information for this processing in line with the council’s retention schedules. A copy of the retention schedule can be requested through the council’s website.
We retain personal data only for as long as necessary to meet the purposes for which it was collected and to comply with legal requirements. Retention periods vary according to the type of record. In certain circumstances, data may be retained for complaints or legal claims, deleted at your request where applicable, or anonymised for research and statistical purposes.
5.2 The council and My Money Matters will securely dispose of your information in line with retention periods.
6.0 How we store your information
6.1 Your information is securely stored on the council’s systems, in which the servers are UK based.
6.2 My Money Matters nor any of its Sub-Processors transfer your personal data outside the European Economic Area (EEA).
7.0 Your data protection rights
7.1 The law gives you a number of rights to control what personal information is used by us and how we can use it. For further information, please see section 15 of the council’s Corporate Privacy Notice.
7.2 Please be aware that your rights may differ depending on the lawful basis for processing your personal data.
7.3 The right to withdraw consent - You can ask that we no longer use your details for this processing. If you wish to exercise this right, please contact the Data Protection Officer detailed in section 8.1 below.
