1.2 North Northamptonshire Council collects your personal information to support the work Public Health undertakes regarding the monitoring of harmful substances, and emergence of adulterated substances in circulation in Northamptonshire and the wider area, assessing the effects and impacts this is / could be having on our residents, and deciding what action needs to be taken in partnership with Local Drug Information System (LDIS) professional and panel members.
2.0 Information that we hold
2.1 To support this work we currently collect and process the following personal information via the LDIS Alert Reporting Form, and as part of the LDIS Professional Information Network (PIN) and LDIS-related communications:
- Name of reportee / representative / PIN member / LDIS panel member
- Organisation the reportee / representative / PIN member / LDIS panel member works for
- Job title of the reportee / representative / PIN member / LDIS panel member
- Email address of the reportee / representative / PIN member / LDIS panel member
- Telephone number of the reportee / representative / PIN member / LDIS panel member
Should any additional information be required about the LDIS report(s) you have submitted, we may want to follow this up and contact you via the details you have provided.
2.2 We will process your data as part of the work we undertake in gathering intelligence about emerging, dangerous practices and substances in Northamptonshire and the wider area, to enhance the local / regional / national response and where appropriate, inform professionals who work with individuals who use drugs, and members of the public, of the immediate risks.
3.0 How the information is obtained
3.1 The personal information we process is provided to us directly by yourself when you have completed the Northamptonshire LDIS Alert Reporting Form, and via LDIS-related communications.
3.2 We process your personal information under UK GDPR Article 6 (1)(e) processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the controller, in line with Public Health England’s Drug alerts and local drug information systems and ‘Issuing public health alerts about drugs’ guidance.
4.0 What we do with the information
4.1 We may use the information that you have given us in order to:
- contact the person completing the form via telephone number and / or email address regarding the report you submitted
- validate the report and ask for further information if required
- where applicable, to share meeting invites with you regarding the report
- issue an alert, in which clear guidance and instructions will be provided - it will include who the information is intended for and any action to be taken
4.2 We may share this information with individuals on the LDIS panel, so that they are aware of where the alert has been raised from and who the services may serve. It aims to reduce harm by such substances by ensuring information rapidly reaches the right people. It:
- facilitates the robust sharing of information across a range of partner organisations
- develops appropriate responses to shared information through consistent assessment and grading processes
- informs people who use drugs and professionals of an immediate risk
The personal information we process may also be obtained via the LDIS Professional Information Network (PIN), and via LDIS-related communications. Information may be shared with the LDIS and between LDIS partners / PIN members when completing LDIS reporting forms, meetings and correspondences related to the LDIS, communications via email / telephone / paper / verbal, and from other partnerships / working groups.
4.3 We do not use automated decision making for equalities processing. Automated decision-making is where decisions are made about you without any human influence on the outcome. These may affect your legal rights or have an impact on your circumstances, behaviour, or choices.
4.4 There is no profiling undertaken in relation to equalities processing. Profiling is where you analyse parts of an individual’s personality, behaviour, interests, and habits to identify their preferences, make predictions or decisions about them.
5.0 How long we keep your information for and how we securely dispose of it after use
5.1 We keep this information for the purposes stated above for 5 years in line with the council’s retention schedules.
5.2 We will securely dispose of your information in line with retention periods.
6.0 How we store your information
6.1 Your information is securely stored on the council’s systems, in which the servers are UK / EU based.
7.0 Your data protection rights
7.1 The law gives you a number of rights to control what personal information is used by us and how we can use it. For further information, please see section 15 of the council’s Corporate Privacy Notice.
7.2 Please be aware that your rights may differ depending on the lawful basis for processing your personal data.
7.3 The right to withdraw consent - You can ask that we no longer use your details for this processing. If you wish to exercise this right, please contact the Data Protection Officer detailed in section 8.1 below.
