2.0 Information that we hold
2.1 We currently collect and process the following information for as part of the Community Governance Review:
- Contact details (name, telephone number, email address)
- Website user stats
- Location data (parish area)

3.0 How the information is obtained
3.1 Most of the personal information we process is provided to us directly by you when completing representations in respect of proposals for changes in governance arrangements via the council’s online Consultation and Engagement Hub Citizen Space.
3.2 There are a number of reasons why we need to collect and use your personal information. Generally, we collect and use personal information under Article 6(1)(e) UK GDPR Public Task, as a Community Governance Review is a statutory function in the public interest or exercise of official authority laid down by law. Processing is in line with our legal obligations under the Local Government and Public Involvement in Health Act 2007.
3.3 We are collecting data to obtain the local populations’ views in relation to a Community Governance Review. This is a statutory process that looks at the governance arrangements for parish areas within the district of North Northamptonshire.
There will be two consultation phases as part of the review. We are asking respondents to provide their contact details when they submit comments or proposals. Different response mechanisms are available including the council’s online Consultation and Engagement Hub, email, in person or by writing to Head of Electoral Services, North Northamptonshire Council, Bowling Green Road, Kettering, NN15 7QX.
We collect contact details so that we can contact respondents in the event of any queries regarding a submission. We will also use respondents’ contact details to keep them informed about recommendations and the outcomes of the Review.
We may also collect anonymised data in the form of answers to a range of questions, none of which contain personally identifiable data. Some questions provide free-text options for written answers. We ask participants not to use these fields to provide any personal information.
4.0 What we do with the information
4.1 The information you provide will be analysed to determine whether changes should be made to the governance arrangements for Town and Parish areas. The overall results of the consultation will be used to inform the publication of recommendations which will also be consulted upon.
4.2 The data you provide will be shared with the relevant internal departments or external contractors analysing the findings on our behalf.
4.3 We do not use automated decision making for equalities processing. Automated decision-making is where decisions are made about you without any human influence on the outcome. These may affect your legal rights or have an impact on your circumstances, behaviour or choices.
4.4 There is no profiling undertaken in relation to equalities processing. Profiling is where you analyse parts of an individual’s personality, behaviour, interests and habits to identify their preferences, make predictions or decisions about them.
5.0 How long we keep your information for and how we securely dispose of it after use
5.1 We keep your personal information for purposes in line with the council’s retention schedules.
5.2 Anonymised survey data will be kept for the purposes of analysing the data for an indeterminate amount of time (until we no longer need it), at which point it will be securely destroyed.
5.3 We will securely dispose of your personal information in line with retention periods.
6.0 How we store your information
6.1 Your information is securely stored on the council’s systems, in which the servers are UK based.
7.0 Your data protection rights
7.1 The law gives you a number of rights to control what personal information is used by us and how we can use it. For further information, please see section 15 of the council’s ‘Corporate Privacy Notice’.
7.2 Please be aware that your rights may differ depending on the lawful basis for processing your personal data.
7.3 The right to withdraw consent - You can ask that we no longer use your details for this processing. If you wish to exercise this right, please contact the Data Protection Officer detailed in section 8.1 below.
