The previous consultation on the scope and issues for the Strategic Plan will inform this work. 

Scope and issues

Consultation on the Scope and Issues was the first stage of preparing our Plan.

We asked for comments on the key planning issues facing the area, and the proposed scope and contents of the new Strategic plan from 28 March to 23 May 2022.

A report was taken to the Planning Policy Executive Advisory Panel on 14 December 2022 summarising the consultation responses and the next steps.

Sustainability Appraisal Scoping

The Sustainability Appraisal Scoping report proposes a framework that includes objectives and indicators to measure progress against. We can then use this to assess our draft policies and proposals as part of the plan making process.

The report was subject to consultation at the same time as the Scope and Issues document.

A summary of responses to this consultation was taken to the Planning Policy Executive Advisory Panel on 14 December 2022.

Gypsy and Traveller Local Plan

The North Northamptonshire Local Plan will incorporate planning policies and site allocations to address the identified accommodation needs of gypsy and travellers in North Northamptonshire. This will ensure that high standards of design, development and living conditions are met.

Gypsy and Traveller Scope and Issues Consultation

Comments were invited on what should be included in the Gypsy and Traveller Local Plan and on a range of high-level options to address issues identified within the plan during the consultation period between 5 April and 31 May 2023.

The Scope and Options consultation document was accompanied by a Sustainability Appraisal Scoping Report.

Feedback on the consultation responses has been set out in a Scope and Options Consultation Summary Report which explains the consultation process and the outcomes of the consultation. 

The feedback from the consultation will be used, alongside updated evidence, to develop the next stages of the Gypsy and Traveller Local Plan.

Gypsy and Traveller Accommodation Assessment (GTAA)

A new Gypsy and Traveller Accommodation Assessment (GTAA) is available on the Local Plan Evidence Base page.

The GTAA provides an assessment of the need for Gypsy and Traveller and Travelling Showmen accommodation in North Northamptonshire.

Call for Sites

A call for sites consultation took place from 12 January to 25 April 2022. This allowed interested parties to submit potential sites for consideration in the plan and other relevant work (such as registers of brownfield sites). Sites could also be submitted through the Strategic Plan scope and issues consultation. An interactive map of sites received through the call for sites.

Sites submitted in 2022 have been assessed in terms of their suitability against 47 constraints criteria and afforded an overall HELAA/RAG assessment rating in accordance with the Housing & Economic Land Availability Assessment (HELAA) Methodology and Outcomes document.

A further Call for Sites is currently taking place within the context of the North Northamptonshire Local Plan Scoping consultation until 1 July 2026.
