Statement of reasons
North Northamptonshire Council proposes to make The Northamptonshire County Council (Corby District) (Waiting and Loading Restrictions and On-Street Parking Places) (Consolidation) Order 2009 (Amendment No. 26) Order 2025 for the following reasons:
- To improve road safety for all road users, including pedestrians, cyclists and motorists, in the vicinity of George Street and the Cottingham Road roundabout. The existing layout includes sections of parking bays and double yellow lines which no longer reflect current traffic conditions or safety requirements.
- To maintain visibility and reduce conflict at and near the Cottingham Road roundabout by removing inappropriate parking close to the junction and replacing it with No Waiting at Any Time restrictions.
- To facilitate the safe passage of traffic and improve the expeditious movement of vehicles, in accordance with the Road Traffic Regulation Act 1984. Replacing sections of time-limited bays with double yellow lines will help prevent obstruction and congestion on this approach.
- To support the installation of new pedestrian tactile crossing points, which require the removal of small sections of existing double yellow lines to create appropriate pedestrian access between the footways and central reservation.
- To improve highway operation and reduce the likelihood of danger, consistent with the Act of 1984, by ensuring vehicles do not park in locations where they could restrict sightlines or narrowing of the carriageway.
- To update the existing Consolidation Order so that it accurately reflects the current layout of the highway and the council’s intended parking and waiting restrictions.
The council considers that the proposed amendments are necessary and proportionate in order to manage traffic effectively, enhance pedestrian safety, and ensure the network operates efficiently.
