Statement of reasons

North Northamptonshire Council proposes to introduce new prohibition of waiting at any time (double yellow lines) restrictions on Drummingwell Lane, Oundle and to extend the existing prohibition of waiting at any time (double yellow lines) restrictions on Milton Road, Oundle pursuant to its powers under the Road Traffic Regulation Act 1984.

The proposed new restrictions in Drummingwell Lane are considered necessary in the interests of road safety. The restrictions are intended to prevent and minimise the risk of pull-out collisions identified as a potential risk during the audit of the upcoming scheme, thereby maintaining adequate visibility and intervisibility between pedestrians and approaching vehicles. The proposed restrictions will also allow for the free flow of larger vehicles and emergency vehicles. This will assist pedestrians in crossing the carriageway safely and reduce the likelihood of conflict between road users.

The proposed extension of restrictions in Milton Road are considered necessary in the interests of road safety. A bus stand has been moved and restrictions are required, thereby maintaining adequate visibility and intervisibility between pedestrians and approaching vehicles. This will assist pedestrians in crossing the carriageway safely and reduce the likelihood of conflict between road users.

The proposal will also preserve clear sightlines for motorists, facilitate the safe manoeuvring and passage of vehicles, and contribute to the safe and expeditious movement of traffic along the road.

The Council is therefore satisfied that the proposed restrictions are necessary to:

• avoid danger to persons or other traffic using the road
• facilitate the passage of traffic on the road
• preserve or improve the amenities of the area through the promotion of safer highway conditions
