North Northamptonshire Council (Eastern Relief Road and Irthlingborough Road area, Wellingborough) (30 mph and 40 mph speed limit) Order 2026

Statement of reasons

The purpose of the Order is to introduce new 30 mph and 40 mph speed limits on sections of the Eastern Relief Road, Irthlingborough Road and associated new development roads within the Stanton Cross area of Wellingborough. These measures are required for the following reasons:

1. To ensure road safety for all highway users
The new highway layout associated with the Stanton Cross development includes new junctions, roundabouts, pedestrian routes, cycle facilities and residential access points. The proposed speed limits are necessary to provide a safe and appropriate speed environment for drivers, pedestrians, cyclists and vulnerable road users.

2. To reflect the character and function of the new road network
The affected roads form part of a mixed environment comprising strategic distributor routes, residential development and access to community facilities. The proposed 30 mph and 40 mph limits reflect the intended operational function of each section of the road network and ensure consistency with Department for Transport guidance on setting local speed limits.

3. To facilitate the safe and efficient movement of traffic
Introducing consistent and suitable speed limits supports smooth traffic flow, reduces the likelihood of collisions, and contributes to the effective management of vehicle movements through the new development and connecting routes.

4. To support the delivery of the Stanton Cross strategic development
The speed limits are required as part of the approved highway design for the Stanton Cross development, ensuring that the completed road network operates safely and in accordance with the planning, engineering and environmental requirements of the scheme.
