Assistant Director Communities and LeisureLead the housing services for North Northamptonshire Council, delivering responsive and effective services to our customers. This includes the delivery of statutory functions related to housing and safeguarding. The role includes developing a regional and national presence working with other social housing providers to shape and inform national housing policy.
Assistant Director for Public HealthLead on specific public health services improving the health and wellbeing of the residents of North Northamptonshire. This is underpinned by the statutory duty placed on local government to take such steps as it considers appropriate to improve the health of its residents. This will include leading statutory functions including Health Protection and Joint Strategic Needs Assessment.
Assistant Director Highways and WasteResponsible for the leadership, development, and implementation of relevant strategies for the directorate and council including integrated transport and sustainable waste strategies across a range of services and functions and technical or professional staff. Assistant Director Legal and DemocraticThe role has statutory responsibilities as Deputy Monitoring Officer and support the Director of Governance and HR in developing and delivering a strong governance and ethical framework. Responsible for contract management of the legal services provided through Pathfinder Ltd.
Assistant Director of Assets and EnvironmentLead on the development of the council’s estates and property strategy and property portfolio initiatives, in particular - income realisation, commercial acquisitions and the disposal of redundant assets, to ensure that robust property management investment maximises value for money and revenue for the council. Lead the development of council’s asset management strategies and property portfolio development activity, including service related accommodation.
Assistant Director of Commissioning and PerformanceA core member of the Strategic Leadership Team for Adult Services responsible for the strategic planning, engagement, operational and statutory delivery of key services and accountability for the financial & budgetary management and control of the £100 m budget for Adult Social Care. As strategic service lead, the role bears accountability for ensuring services, practice and standards meet statutory requirements and that all professionals work together to deliver Making Safeguarding Personal to promote and secure the safety of local residents. Assistant Director of Customer ServicesResponsible for leading and implementing the Transformation and Aggregation of all the Customer Service and Complaints teams. Responsible for setting the key priorities and direction for Customer Services and Complaints in line with the Corporate plan. Responsible for the leadership, development and implementation of customer and digital strategies for the council in order to deliver an improved customer experience.
Assistant Director of Finance AccountancyDeputy S151 officer to the Executive Director for all accountancy related matters. To be responsible for all financial matters relating to the provision of accountancy which includes the closedown of the council’s accounts and the production of the statement of accounts, the provision of finance business partners and financial advice to budget holders and the Executive Leadership Team, the provision of accounts payable, accounts receivable and debt monitoring and management.
Assistant Director of Finance and StrategyDeputy S151 officer to the Executive Director for all financial strategy related matters. To be responsible for all financial matters relating to the provision of financial strategy which includes the provision of strategic financial advice, responsibility for budget strategy and the medium term financial planning position, treasury management, the capital programme, insurance provision and generating commercial opportunities.
Assistant Director of HousingResponsible for the strategic leadership, development, management and delivery of the council’s housing services to ensure that they meet the current and future needs of local communities and provide an excellent quality customer focused housing service to all tenants. This includes the delivery of statutory functions related to housing and safeguarding. Manage the Housing Revenue Account and Business Plan, working with finance.
Assistant Director of HRResponsible for the leadership, development, and implementation of relevant strategies for the area and council to deliver its corporate HR priorities. To review and modernise the HR service to reflect best practice and seek to harmonise HR advisory approaches to provide a consistent and high standard to all customers.
Assistant Director of Regulatory ServicesResponsible for ensuring the council meets its statutory duties in relation to trading standards, environmental services, licensing, building control, emergency planning and bereavement services. Responsible for overall technical and legal advice within the unit and across the council on relevant issues, for example, but not exclusively related to pollution, risks to public health, rogue trading and building regulation.
Assistant Director of Revenues and BenefitsTo lead, manage and develop the Revenues and Benefits service (Revenues and Recovery, Entitlements, Debt and Welfare Advice, BID levy and Systems, Performance and Subsidy) in order to provide an efficient and effective service to our customers. Advise senior management and elected members on all matters relating to the service functions.
Chief Adult Social WorkerAct as the Principal Social Worker as defined within the Care Act 2014. Provide strategic leadership and support the council in discharging its statutory functions in relation to the complex range of social work and co-production led activity across the integrated care system. Responsible for developing and maintaining strategic partnerships with statutory agencies, provider services, and voluntary and community groups to achieve shared aims across Adults Services.
Chief ExecutiveStatutory role as Head of Paid Service, working with council members and the Senior Management Team to provide clear personal leadership and strategic direction to secure a cohesive and co-ordinated approach to deliver and improve organisation-wide service provision, resource allocation and prioritisation. Ensure the delivery of high quality services to the residents of North Northamptonshire. Work with elected members to ensure effective governance of the council and it's legality, probity, integrity, proper public accountability and scrutiny of decision making processes. Jointly manage the Northamptonshire Children’s Trust, ensuring the delivery of high quality services to citizens across the county.

Chief Lawyer Governance & LitigationTo provide the council, as constituted by its Elected Members and Officers, with access at all times to appropriate advice and support in order to carry out its functions lawfully, effectively and efficiently. This role will provide legal advice on complex or politically sensitive matters directly to Members and Officers. To support the Monitoring Officer, providing professional advice on governance, compliance with the Constitution, Code of Conduct and associated legal areas.
Deputy Director of Public HealthTo provide strategic and system leadership and provide and coordinate high quality professional Public Health input, support and advice to the local system in order to drive improvements in outcomes, prevention of ill health, promotion of good health and reductions in health inequalities. Responsible for the development, implementation and delivery of local policies, developing inter-agency and interdisciplinary strategic plans and programmes, with delegated authority to deliver key public health targets. Provide expert specialist public health advice and leadership to support and inform an evidence-based approach within ethical frameworks for commissioning and develop high quality equitable services, across primary, secondary and social care, and across sectors including local authorities, voluntary organisations, etc. Deputise for the DPH in the discharge of the full range of their statutory Public Health duties.
Director of Law & Governance (Monitoring Officer)Statutory role to ensure governance arrangements are legally compliant and fit for purpose, and that all decisions taken by councillors and officers are lawful. Responsible for undertaking the Monitoring Officer role and associated statutory duties in accordance with Section 5 of the Local Government and Housing Act 1989 as amended by paragraph 24 of Schedule 5 Local Government Act 2000, including, reporting on any proposal, decision, or omission that is, or may be, illegal or amount to maladministration, promoting and maintaining high standards of councillor and officer conduct, responsibility for the operation of the council's constitution. Lead the management, development, performance and continuous improvement of the council’s legal, democratic, electoral registration, information governance functions and registration and coroners, delivering high quality, trusted and efficient services to councillors, employees and service users.
Director of Public Health, Communities & LeisureThe role is statutorily accountable to the Secretary of State for Health and Social Care and North Northamptonshire Council. Principal adviser on all health matters to elected members, officers, and partners, with a leadership role spanning health improvement, health protection and healthcare public health.
Executive Director - Strategy and ChangeLead the councils ambition to be at the forefront of shaping the future of local government and driving how the sector evolves, this role is key to understanding government policy, opportunities and being the conduit to building relationships with government departments. Strategically lead the Councils Big 50 Vision and facilitate collaborative relationships with stakeholders, partners, and communities to find and co-produce solutions across the entire system and not just within the council. Lead the management, development, performance and continuous improvement of the council’s, HR and Organisational Development, Customer Services, Strategy and Policy, Transformation and Change, Performance, Communications, Public Affairs and Engagement, Digital and ICT and Business Support functions to deliver high quality, trusted and efficient services to councillors, employees and service users.
Executive Director Adults, Health Partnerships and HousingThis is a statutory role ensuring the delivery of local authority social services functions listed in Schedule 1 of the Local Authority Social Services Act 1970 (as amended), (including where the authority has commissioned any services from another provider rather than delivering them itself). Deliver the local authority’s responsibilities for assessing, planning, and commissioning adult social care and wellbeing services to meet the needs of all adults with social care needs in the authority’s area, in line with the wider vision for social care to combat social exclusion.
Executive Director Finance and PerformanceStatutory role under Section 151 of the Local Government Act, responsible for the financial affairs of the council, with accountability for the financial probity of the Authority. Lead the management, development, performance and continuous improvement of all Finance and Audit and Risk services and related activities, ensuring financial sustainability and the effective management of the council’s funding, revenue budget and capital programme.
Executive Director of Childrens ServicesStatutory role. Provide leadership and oversight of the provision of Children’s Services, which address the local needs of all children and young people, including the most disadvantaged and vulnerable, and their families and carers and provides high quality, value for money services in a joined-up way. Be responsible for the contract management and delivery of service outcomes of the Children’s Trust, ensuring the effective delivery of Children’s social care services across North Northamptonshire whilst also liaising with the DCS for West Northamptonshire Council where required. Responsible for the delivery of the Education functions of the local authority. Work closely with the Head of Paid Service, Members, and peers to drive forward the council’s vision, strategic priorities, and objectives, ensuring the needs of children and young people and Trust service delivery plans are aligned to these.
Executive Director Place and EconomyStrategic lead for the council's Highways and Waste, Assets and Environment, Growth and Regeneration and Regulatory services functions. The director is responsible for identifying and pursuing all opportunities to develop commercial potential to grow new and existing revenue streams using council assets and expertise, reducing delivery costs and positively reengineering ways of delivering council and place objectives in a cost efficient manner. The post holder will lead and direct the council's economic development and regeneration activities, strategy and commissioning, acting as the council's chief professional adviser on initiatives which will achieve the council's objectives and contribute to employment and wealth generation in North Northamptonshire.
Head of Capital ProjectsTo be the lead for the council’s Capital Project service, holding responsibility for service delivery for the council’s property related capital projects. Delivering a programme of capital projects of varying sizes and complexity, ensure capital works are undertaken in adherence with legal and safety requirement, being fit for use in accordance with statutory requirements. Developing and executing strategies to ensure safe operation, capital improvement and sustainability of the council’s assets, through the delivery of an efficient capital improvement programme. Work in partnership with internal and external stakeholders to drive transformation, organisational change and enable continuous improvement to services. Lead and manage the operational development and delivery of the Capital Projects team through both in-house and contracted services by planning, developing and implementing policies, processes and procedures that will ensure the service is efficient and effective, that the service provision demonstrates value for money and to ensure the best outcomes for the employees, members, partners and service users at all times.
Head of Culture, Tourism and HeritageResponsible for the strategic oversight and the day-to-day operations of several key sites and initiatives. These include the Chester House Estate, the Northamptonshire Archaeological Resource Centre, The Cornerstone (Kettering Museum / Alfred East Art Gallery), The Corby Heritage Centre, Discover Northamptonshire, the Northamptonshire LVEP and the delivery of the Northamptonshire Greenway. Additionally, the role encompasses the management of the 3 NNC Theatre Contracts and various visitor attraction contracts, including Stanwick Lakes and Twywell Hill and Dales.
Head of Democratic ServicesTo lead the Democratic Services function, ensuring statutory and corporate responsibilities are met for good governance, and to provide advice and guidance to elected members, officers and the public in relation to the decision making processes of the council.
Head of DigitalLead the council's digital strategy and ensure the delivery of user-friendly, efficient, and secure online services to the residents of North Northamptonshire. Manage the council's website and oversee the development and maintenance of other backend platforms that support the council's operations and objectives. Promote a customer-focused and innovative approach to the development of digital solutions and collaborate with senior leaders and stakeholders to drive the digital transformation of the council and foster a culture of continuous improvement and learning.
Head of Economy and StrategyTo lead and be responsible for the strategic and operational management of the council’s Economic Growth & Sustainability Services, including all matters relating to economic development, external funding, sustainability and their associated committees, panels and boards, and digital infrastructure.
Head of ElectionsResponsible for providing and developing the electoral registration and elections service. Preparation and maintenance of the Register of Electors and the delivery of all types of elections and referendums.

Head of Environmental HealthLead the council’s Environmental Health service and Hosted Northamptonshire Traveller Unit Service holding operational responsibility for service delivery, including Health Protection, Environmental Protection, Licensing, Business Support and Northamptonshire Traveller Unit functions. Developing and executing strategies and policies to comply with existing and future legislative requirements, emerging needs, and market demand(s) to deliver an efficient and effective environmental health and Traveller service that demonstrates value for money, and which ensures the best outcomes for employees, members, partners, and service users at all times.
Head of Highways DeliveryTo provide strategic leadership and management within the Highways and Transport service for contract management, network management, highway enforcement, and transport requirements. The post has corporate management responsibility in relation to the duties associated with the Traffic Management Act.
Head of Housing Maintenance and DevelopmentProvides strategic leadership to the Housing Repairs and Development Teams at North Northamptonshire, which aims to deliver a range of repairs and development services delivered and provided to council housing owned properties. Oversee the delivery and maintenance of all council owned stock to ensure they are well built, well designed, safe, energy efficient and meet the needs of residents. The service will seek to protect, enhance and develop excellent service and facilities for existing and future populations. Including supporting the council’s key objective to create active communities and prosperous communities.
Head of Housing SolutionsTo lead, oversee and be responsible for the strategic and operational management of the council’s Keyways housing allocations service, rough sleeping, housing options, homeless assessments, temporary accommodation, and homeless support services, ensuring the  housing solutions teams identify, prioritise and assist vulnerable groups and those requiring temporary accommodation. To ensure that the council achieves against its statutory duties in relation to homeless advice relief and prevention, including ensuring compliance with its duties under Part VII of the Housing Act 1996, and the Homelessness Reduction Act 2018.
Head Of InfrastructureResponsible for running all infrastructure services in the council, ensuring high levels of reliability, security and availability. This includes developing, configuring, maintaining, supporting, and optimising all new and existing network hardware, communication links (including telephony) and shared platforms. Work through Architecture to merge our infrastructure from 4 boroughs into 1 for North Northamptonshire. Lead all platform and infrastructure services across the council, including supporting multiple applications and expanding our capacity to support more in the future.
Head of LeisureLead and line manage Leisure Services in North Northamptonshire to provide a range of leisure and activity facilities and services for all members of the community which are accessible, efficient, and meet the needs of residents. Develop the strategic priorities for the future protection, need and investment in a service moving from traditional leisure services to a health and wellbeing service supporting health outcomes and inequalities within North Northamptonshire.
Head of OperationsResponsible for service delivery and sustainability of the council’s corporate estate, including general fund corporate assets and property let to the Northamptonshire Children's Trust. Lead and manage the operational managers to deliver corporate property health and safety compliance, repairs and maintenance, contract management, facilities management, providing support with training, development, prioritising and budget management. Assist with the development of asset policies and processes that support operational service delivery to ensure the service is efficient and effective, that the service provision demonstrates value for money and to ensure the best outcomes for the employees, members, partners and service users at all times.
Head of Partnerships and DevelopmentTo develop and create partnerships and relationships across the Unitary Authority, External Partners and stakeholders to engage in the process of designing and modelling services to transform the outcomes for children and families. To lead and facilitate the initiation and development of new Transformation opportunities with all services, key local authority partners and other local councils, to provide efficiencies, increase income and improve children’s, families, and stakeholder outcomes. Lead a team that will support the process of developing a strategic partnership model approach across the council to achieve improved services and outcomes for children and families. To develop, manage and maintain relationships with system leaders, portfolio holders and members to translate the member priorities into the Transformation Strategy. Head of Performance, Intelligence and PartnershipsThis role leads a corporate and coordinated approach to performance and intelligence across the council. The role will also lead on the co-ordination, oversight and reporting of the strategic partnerships held by the council. Manage the council’s corporate PMO function which will support the overall co-ordination, analysis and reporting against the council’s Capital and Transformation Programmes.
Head of Policy & PlacemakingTo lead and be responsible for the strategic and operational management of the council’s Policy & Placemaking Services, including all matters relating to strategic and local planning policy and their associated committees, panels and boards, public examinations, appeals and legal challenges to planning policy development and interpretation, the Countywide Minerals & Waste Planning Service, placemaking functions and regeneration.
Head of Private Sector HousingTo lead the council’s Private Sector Housing service and domestic energy, holding operational responsibility for the full-service delivery of Private Sector Housing Operations, Private Sector Housing Standards, Disabled Facilities Grants and domestic energy functions. 
Head of Procurement Responsible for, and the council’s lead adviser on, all aspects of procurement delivery, category management, commissioning and contract management within the council. The post holder is responsible for developing a council wide strategic approach to Procurement, Commissioning and Contract Management including the use of category management, working closely with other commissioning partners and the strategic management of the respective contracts once issued.
Head of Public Health CommissioningTo provide strategic leadership, vision, direction and overall management to the development and implementation of externally commissioned public health services across North Northamptonshire, in order to improve health and wellbeing, and reduce health inequalities. Provide expert commercial guidance on relevant public health services, and give specialist advice in matters such as negotiating, procurement, financial and legal processes related to commissioning, so that PH services are commissioned in line with all governance processes across NNC.
Head of Strategic TransportTo lead and oversee the Strategic Transport function, ensuring delivery meets the statutory duties of the authority and reflects the commitments in the Council’s Corporate Plan. To provide strategic leadership and management within the Highways and Transport service for leading the development and implementation of the Local Transport Plan, delivery of sustainable transport strategy and policy (including public transport and active travel); strategic lead on Highways Development Management and securing highway agreements with developers. To contribute towards the climate change objectives through the development and delivery of sustainable transport initiatives delivered by the council or secured from external investors and developers. 
Head of Stronger CommunitiesLead and line manage the Stronger Communities services in North Northamptonshire, responsible for the strategic direction of the service, budget forecasting and management, ensuring income generation and targets are met, performance management and that services are provided to a high standard. The role will ensure that strategic direction of the service is in line with council objectives and priorities, overseeing the delivery of the Communities Strategy, project development and delivery across the service area addressing health inequalities within North Northamptonshire. Head of Trading Standards and Bereavement ServicesTo be the lead for the council’s Trading Standards Service and Bereavement Services holding operational responsibility for service delivery including Trading Standards, Cemeteries and Cremations, Warren Hill Crematorium and Nene Valley Crematorium Limited. Developing and executing strategies and policies to comply with existing and future legislative requirements, emerging needs, and market demand(s) to deliver an efficient and effective Trading Standards and Bereavement Service that demonstrates value for money, and which ensures the best outcomes for employees, members, partners, and Service Users at all times.
Head of Virtual School (3305)To carry out the statutory role as Head of the Virtual School, promoting the education of children in care, previously looked-after children, children in kinship care, and children with a social worker. To ensure that appropriate systems and processes are in place for the monitoring and promotional of educational outcomes for children in care to North Northamptonshire Council, wherever they live or are educated.
Head of WasteTo provide strategic leadership and management within the waste service for operational delivery, environmental enforcement, environmental and health and safety compliance, communication and awareness raising, performance and contract management. The post has corporate management responsibility in relation to the duties associated with the Environmental Protection Act 1990.
