Assistant Director Commissioning and Partnerships

Responsible for establishing the commissioning, performance, contract management and quality assurance functions across the directorate, including arrangements to manage relationships with the Integrated Care System, also lead on driving innovation in service delivery, business processes and efficiency on behalf of the Director of Children’s Services and the Director of Public Health.

Work with colleagues and partners within Northamptonshire Children’s Trust, large scale health providers and commissioned public health and education providers to identify and determine the best models of service delivery, which deliver high quality outcomes and performance and a high quality customer experience.

Work in partnership with key stakeholders to develop and implement a commissioning framework and strategy which facilitates the smooth interaction between the Council, as commissioner, and providers of services.

For children’s social care this should be in line with the contractual arrangements between the Council, the Trust and the Department for Education and for Public Health and Education commissioning, compliant with statutory duties.

Executive Director of Childrens Services

Statutory role. Provide leadership and oversight of the provision of Children’s Services, which address the local needs of all children and young people, including the most disadvantaged and vulnerable, and their families and carers and provides high quality, value for money services in a joined-up way.

Be responsible for the contract management and delivery of service outcomes of the Children’s Trust; ensuring the effective delivery of Children’s social care services across North Northamptonshire whilst also liaising with the DCS for West Northamptonshire Council where required.

Responsible for the delivery of the Education functions of the local authority. Work closely with the Head of Paid Service, Members, and peers to drive forward the Council’s vision, strategic priorities, and objectives; ensuring the needs of children and young people and Trust service delivery plans are aligned to these.

Executive Director Customer and Governance

Statutory role to ensure governance arrangements are legally compliant and fit for purpose, and that all decisions taken by Councillors and Officers are lawful.

Responsible for undertaking the Monitoring Officer role and associated statutory duties in accordance with Section 5 of the Local Government and Housing Act 1989 as amended by paragraph 24 of Schedule 5 Local Government Act 2000; including, reporting on any proposal, decision, or omission that is, or may be, illegal or amount to maladministration; promoting and maintaining high standards of councillor and officer conduct; responsibility for the operation of the council's constitution.

Head of Asset Management

To be the lead for the council’s asset management service, holding operational responsibility for service delivery, including Asset Management, Commercial Estate Management, Strategic Corporate Property Management, and Business Centres.

Developing and executing strategies to transform and rationalise the council’s assets, by building partnership working across the council to understand services business needs and how they translate into property requirements, providing options, solution and technical expertise, intelligent challenge and influencing.

Work in partnership with internal and external stakeholders to drive transformation, organisational change and enable continuous improvement to services.

Lead and manage the operational development and delivery of the Assets Management team through both in-house and contracted services by planning, developing and implementing policies, processes and procedures that will ensure the service is efficient and effective, that the service provision demonstrates value for money and to ensure the best outcomes for the Employees, Members, Partners and Service Users at all times.

Head Of Infrastructure

Responsible for running all infrastructure services in the council, ensuring high levels of reliability, security and availability.

This includes developing, configuring, maintaining, supporting, and optimising all new and existing network hardware, communication links (including telephony) and shared platforms.

Work through Architecture to merge our infrastructure from 4 boroughs into 1 for North Northamptonshire.

Lead all platform and infrastructure services across the council, including supporting multiple applications and expanding our capacity to support more in the future.

Head of Operations

Responsible for service delivery and sustainability of the council’s corporate estate, including general fund corporate assets and property let to the Northamptonshire Childrens Trust.

Lead and manage the operational managers to deliver corporate property health and safety compliance, repairs and maintenance, contract management, facilities management, providing support with training, development, prioritising and budget management.

Assist with the development of asset policies and processes that support operational service delivery to ensure the service is efficient and effective, that the service provision demonstrates value for money and to ensure the best outcomes for the Employees, Members, Partners and Service Users at all times.

Head Of Digital

Lead the council's digital strategy and ensure the delivery of user-friendly, efficient, and secure online services to the residents of North Northamptonshire. Manage the council's website and oversee the development and maintenance of other backend platforms that support the council's operations and objectives.

Promote a customer-focused and innovative approach to the development of digital solutions and collaborate with senior leaders and stakeholders to drive the digital transformation of the council and foster a culture of continuous improvement and learning.

Assistant Director of Customer Services

Responsible for leading and implementing the Transformation and Aggregation of all the Customer Service and Complaints teams. Responsible for setting the key priorities and direction for Customer Services and Complaints in line with the Corporate plan.

Responsible for the leadership, development and implementation of customer and digital strategies for the council in order to deliver an improved customer experience.

Chief Executive

Statutory role as Head of Paid Service, working with Council Members and the Senior Management Team to provide clear personal leadership and strategic direction to secure a cohesive and co-ordinated approach to deliver and improve organisation-wide service provision, resource allocation and prioritisation.

Ensure the delivery of high quality services to the residents of North Northamptonshire. Work with elected members to ensure effective governance of the Council and it's legality, probity, integrity, proper public accountability and scrutiny of decision making processes. Jointly manage the Northamptonshire Children’s Trust; ensuring the delivery of high quality services to citizens across the county.

Assistant Director Highways and Waste

Responsible for the leadership, development, and implementation of relevant strategies for the directorate and Council including integrated transport and sustainable waste strategies across a range of services and functions and technical or professional staff.

Responsible for strategic transport planning and delivery of the Council’s Integrated Transport Strategy and Active Travel duty with a focus on the decarbonisation and sustainability agenda.

Head of Policy and Placemaking-
Head of Culture, Tourism and Heritage

Responsible for the strategic oversight and the day-to-day operations of several key sites and initiatives. These include the Chester House Estate, the Northamptonshire Archaeological Resource Centre, The Cornerstone (Kettering Museum and Alfred East Art Gallery), The Corby Heritage Centre, Discover Northamptonshire, the Northamptonshire LVEP and the delivery of the Northamptonshire Greenway.

Additionally, the role encompasses the management of the 3 NNC Theatre Contracts and various visitor attraction contracts, including Stanwick Lakes and Twywell Hill and Dales.

Head of ElectionsResponsible for providing and developing the electoral registration and elections service. Preparation and maintenance of the Register of Electors and the delivery of all types of elections and referendums.
Head of Virtual School (3305)

To carry out statutory role as Head of Virtual School, working with all schools and educational settings to deliver a high quality educational experience for all Looked After Children. Adopted Children and Special Guardianship Children (LACASGO) and improve LACASGO outcomes.

To ensure appropriate systems and quality assurance processes are in place to track, evaluate and monitor the educational achievement of LAC and challenge and support school leadership to achieve secure and sustained progress for all Northampton LAC in and out of county.

Head of Democratic ServicesTo lead the Democratic Services function, ensuring statutory and corporate responsibilities are met for good governance, and to provide advice and guidance to elected members, officers and the public in relation to the decision making processes of the Council.
Executive Director Place and Economy

Strategic lead for the Council's Highways and Waste, Assets and Environment, Growth and Regeneration and Regulatory services functions.

The Director is responsible for identifying and pursuing all opportunities to develop commercial potential to grow new and existing revenue streams using Council assets and expertise, reducing delivery costs and positively reengineering ways of delivering Council and place objectives in a cost efficient manner.

The post holder will lead and direct the Council's economic development and regeneration activities, strategy and commissioning, acting as the Council's chief professional adviser on initiatives which will achieve the Council's objectives and contribute to employment and wealth generation in North Northamptonshire.

Head of Strategic Transport

To lead and oversee the Strategic Transport function, ensuring delivery meets the statutory duties of the authority and reflects the commitments in the Council’s Corporate Plan.

To provide strategic leadership and management within the Highways and Transport service for leading the development and implementation of the Local Transport Plan; delivery of sustainable transport strategy and policy (including public transport and active travel); strategic lead on Highways Development Management and securing highway agreements with developers.

To contribute towards the climate change objectives through the development and delivery of sustainable transport initiatives delivered by the Council or secured from external investors and developers.

Head of Building Control and Local Land Charges

To Lead and manage all aspects of the councils Building Control service and Local Land Charges service across North Northamptonshire.

To provide professional advice and guidance to the Council and key stakeholders on all aspects of Building Control and Safety and Local Land Charges matters and associated issues and to ensure the Council complies with Building Control and Safety and Local Land Charges statutory requirements.

Head of SENDTo act as the strategic lead for SEND service delivery within the council, ensuring the council meets its statutory and legal duties in relation to identifying and meeting the needs of vulnerable children and young people, and those with SEND, aged 0 to 25.
Head of Trading Standards and Bereavement Services

To be the lead for the council’s Trading Standards Service and Bereavement Services holding operational responsibility for service delivery including Trading Standards, Cemeteries and Cremations, Warren Hill Crematorium and Nene Valley Crematorium Limited.

Developing and executing strategies and policies to comply with existing and future legislative requirements, emerging needs, and market demand(s) to deliver an efficient and effective Trading Standards and Bereavement Service that demonstrates value for money, and which ensures the best outcomes for Employees, Members, Partners, and Service Users at all times.

Director of Public Health and WellbeingThe role is statutorily accountable to the Secretary of State for Health and Social Care and North Northamptonshire Council. Principal adviser on all health matters to elected members, officers, and partners, with a leadership role spanning health improvement, health protection and healthcare public health.
Head of Capital Projects

To be the lead for the council’s Capital Project service, holding responsibility for service delivery for the Council’s property related capital projects. Delivering a programme of capital projects of varying sizes and complexity, ensure capital works are undertaken in adherence with legal and safety requirement, being fit for use in accordance with statutory requirements.

Developing and executing strategies to ensure safe operation, capital improvement and sustainability of the council’s assets, through the delivery of an efficient capital improvement programme.

Work in partnership with internal and external stakeholders to drive transformation, organisational change and enable continuous improvement to services.

Lead and manage the operational development and delivery of the Capital Projects team through both in-house and contracted services by planning, developing and implementing policies, processes and procedures that will ensure the service is efficient and effective, that the service provision demonstrates value for money and to ensure the best outcomes for the Employees, Members, Partners and Service Users at all times.

Head of Planning Services

The responsibility of this post is to manage minerals and waste planning for both North Northamptonshire Council and, under an Inter Authority Agreement, West Northamptonshire Council. This  service deals with planning applications, enforcement and monitoring and planning policy for minerals and waste.

It also deals with planning applications for development by certain former county council services (e.g. new roads), deals with the archaeological implications of all planning proposals in NNC and WNC and is the common land and village green registration authority for NNC and WNC.

Head of Environmental Health

Lead the council’s Environmental Health service and Hosted Northamptonshire Traveller Unit Service holding operational responsibility for service delivery, including Health Protection, Environmental Protection, Licensing, Business Support and Northamptonshire Traveller Unit functions.

Developing and executing strategies and policies to comply with existing and future legislative requirements, emerging needs, and market demand(s) to deliver an efficient and effective environmental health and Traveller service that demonstrates value for money, and which ensures the best outcomes for Employees, Members, Partners, and Service Users at all times.

Head of Procurement

Responsible for, and the Council’s lead adviser on, all aspects of procurement delivery, category management, commissioning and contract management within the Council.

The post holder is responsible for developing a Council wide strategic approach to Procurement, Commissioning and Contract Management including the use of category management, working closely with other commissioning partners and the strategic management of the respective contracts once issued.

Head of Emergency PlanningService manager for the Council’s resilience and civil contingencies functions. Lead on strategy to enhance community resilience.
Head of Economy and StrategyTo lead and be responsible for the strategic and operational management of the Council’s Economic Growth and Sustainability Services, including all matters relating to economic development, external funding, sustainability and their associated committees, panels and boards, and digital infrastructure.
Chief Internal AuditorLeading the Internal Audit and Counter Fraud service, in line with the Public Sector Internal Audit Standards, including delivery of the audit plan, support to the Audit and Governance Committee and provision of an annual assurance report and opinion.
Head of Performance, Intelligence and Partnerships

This role leads a corporate and coordinated approach to performance and intelligence across the Council.

The role will also lead on the co-ordination, oversight and reporting of the strategic partnerships held by the Council.

Manage the Council’s corporate PMO function which will support the overall co-ordination, analysis and reporting against the Council’s Capital and Transformation Programmes.

North Head of Partnership and Development (3619)

To develop and create partnerships and relationships across the Unitary Authority, External Partners and stakeholders to engage in the process of designing and modelling services to transform the outcomes for children and families.

To lead and facilitate the initiation and development of new Transformation opportunities with all services, key local authority partners and other local councils, to provide efficiencies, increase income and improve children’s, families, and stakeholder outcomes.

Lead a team that will support the process of developing a strategic partnership model approach across the Council to achieve improved services and outcomes for Children and families.

To develop, manage and maintain relationships with system leaders, portfolio holders and Members to translate the member priorities into the Transformation Strategy.

To develop, review and maintain the Children’s Services Strategy and vision and to lead and facilitate the development and design of the Children’s Services programmes and projects.

Assistant Director of Commissioning and Performance

A core member of the Strategic Leadership Team for Adult Services responsible for the strategic planning, engagement, operational and statutory delivery of key services and accountability for the financial and budgetary management and control of the £100m budget for Adult Social Care.

As strategic service lead, the role bears accountability for ensuring services, practice and standards meet statutory requirements and that all professionals work together to deliver Making Safeguarding Personal to promote and secure the safety of local residents.

Key service areas aligned to this role are Principal Social Worker, In House Provider Services (Specialist Domiciliary Care and Specialist Day Services and Residential Care and Bed Based Reablement Services), Safeguarding (Leadership and Co-ordination), DoLS, Assurance and Quality Team and Well-being and Prevention Services (including Assistive Technology and Occupational Therapy Services).

Assistant Director Legal and Democratic

The role has statutory responsibilities as Deputy Monitoring Officer and support the Director of Governance and HR in developing and delivering a strong governance and ethical framework.

Responsible for contract management of the legal services provided through Pathfinder Ltd.

Assistant Director of Finance AccountancyDeputy S151 officer to the Executive Director for all accountancy related matters. To be responsible for all financial matters relating to the provision of accountancy which includes the closedown of the Council’s accounts and the production of the statement of accounts, the provision of finance business partners and financial advice to budget holders and the Executive Leadership Team, the provision of accounts payable, accounts receivable and debt monitoring and management.
Assistant Director Adult Services

Responsible for the strategic planning, engagement, operational and statutory delivery of key services and accountability for the financial and budgetary management and control of the budget for Adult Social Care.

As strategic service lead, the role bears accountability for ensuring services, practice and standards meet statutory requirements and that all professionals work together to deliver Making Safeguarding Personal to promote and secure the safety of local residents.

Community Hubs, Inclusion Hubs, Learning Disability and Transitions, Hospital Discharge functions, Reablement and Crisis Response Team, Continuing Health Care and Care Home Review Team.

Assistant Director of Regulatory Services

Responsible for ensuring the Council meets its statutory duties in relation to trading standards, environmental services, licensing, building control, emergency planning and bereavement services.

Responsible for overall technical and legal advice within the unit and across the Council on relevant issues; for example, but not exclusively related to pollution, risks to public health, rogue trading and building regulation.

Assistant Director of Assets and Environment

To lead on the development of the Council’s estates and property strategy and property portfolio initiatives; in particular - income realisation, commercial acquisitions and the disposal of redundant assets, to ensure that robust property management investment maximises value for money and revenue for the Council.

Lead the development of Council’s asset management strategies and property portfolio development activity, including service related accommodation.

Assistant Director of Revenues and Benefits

To lead, manage and develop the Revenues and Benefits service (Revenues and Recovery, Entitlements, Debt and Welfare Advice, BID levy and Systems, Performance and Subsidy) in order to provide an efficient and effective service to our customers.

Advise senior management and elected members on all matters relating to the service functions.

Assistant Director of Safeguarding and Wellbeing

Responsible for the strategic planning, engagement, operational and statutory delivery of key services and accountability for the financial and budgetary management and control of the budget for Adult Social Care.

As strategic service lead, the role bears accountability for ensuring services, practice and standards meet statutory requirements and that all professionals work together to deliver Making Safeguarding Personal to promote and secure the safety of local residents.

Assistant Director - Recovery and Wellbeing

Responsible for leading and managing the smooth and effective transformation of the Local Authority COVID 19 activity from the previous councils’ models into the North Northamptonshire council model.

This includes leading and co-ordinating the ongoing county and system-wide recovery from the COVID-19 pandemic and its impacts.

Working collaboratively with a wide range of stakeholders including Chief Executives and senior leadership teams and LRF partners and wider stakeholders, where appropriate, to deliver the identified strategic outcomes.

The role includes taking a proactive approach to risk management and business continuity planning for the COVID-19 recovery, and to oversee the government allocated Contain funding related to the programme delivery.

The role is required to provide support to the Director of Public Health and the Public Health team, as required in the discharge of statutory functions and activities to prevent, control and contain COVID-19 outbreaks.

Assistant Director Strategic Housing, Development and Property Services

Responsible for the strategic leadership, development, management and delivery of the Council’s housing services to ensure that they meet the current and future needs of local communities and provide an excellent quality customer focused housing service to all tenants.

This includes the delivery of statutory functions related to housing and safeguarding. Manage the Housing Revenue Account and Business Plan, working with finance.

Assistant Director of Finance and StrategyDeputy S151 officer to the Executive Director for all financial strategy related matters. To be responsible for all financial matters relating to the provision of financial strategy which includes the provision of strategic financial advice, responsibility for budget strategy and the medium term financial planning position, treasury management, the capital programme, insurance provision and generating commercial opportunities.
Assistant Director Communities and Leisure

Lead the housing services for North Northamptonshire Council, delivering responsive and effective services to our customers. This includes the delivery of statutory functions related to housing and safeguarding.

The role includes developing a regional and national presence working with other social housing providers to shape and inform national housing policy.

Assistant Director of Education ( for North Northamptonshire Council)

Lead responsibility for all learning, pupil attainment and achievement and school improvement functions across the service and to deliver continuous improvement in leadership and management in schools and other education services, assessment for learning, teaching and learning, environments for learning and School governance.

To deliver and effective school improvement function that supports, challenges and, where necessary intervenes in schools to drive up performance and raise pupil attainment, including support to governor bodies.

Assistant Director of Growth and Regeneration

Responsible for the leadership, development, and implementation of relevant strategies for the directorate and Council to deliver its corporate priorities and objectives.

Supports forward planning across a typical horizon of five years, scanning the external environment and anticipating the impact of external forces, policies and new funding streams.

The role involves shaping policy frameworks and objectives for others to ensure integration across the Council, the wider public sector and the economy.

Provide senior strategic leadership to the Planning Policy and Development services to ensure that they deliver high quality, innovative, people-focused and value for money services; challenging practices and managing and delivering cultural and behavioural change as necessary.

Assistant Director of HR

Responsible for the leadership, development, and implementation of relevant strategies for the area and council to deliver its corporate HR priorities.

To review and modernise the HR service to reflect best practice and seek to harmonise HR advisory approaches to provide a consistent and high standard to all customers.

Assistant Chief ExecutiveTo act as a strategic adviser, leading Chief Executive sponsored projects and activities and coordinating key strategic functions including communications and engagement, policy and performance, business intelligence and executive support services in order to enable the Chief Executive to achieve their objectives and make best use of their time and resource.
Chief Information Officer

Responsible for the delivery of efficient and effective management of all aspects of IT operations, Digital, IT programmes of work, IT commercial contracts and supplier relationships and IT Service delivery teams.

Transforming the IT and Digital Services team for North Northamptonshire, reshaping the people and resources to deliver the strategy and managing the interim period of service continuity.

Executive Director Finance and Performance

Statutory role under Section 151  of the Local Government Act, responsible for the financial affairs of the Council, with accountability for the financial probity of the Authority.

Lead the management, development, performance and continuous improvement of all Finance and Audit and Risk services and related activities; ensuring financial sustainability and the effective management of the Council’s funding, revenue budget and capital programme.

Executive Director Adults, Health Partnerships and Housing

This is a statutory role ensuring the delivery of local authority social services functions listed in Schedule 1 of the Local Authority Social Services Act 1970 (as amended), (including where the authority has commissioned any services from another provider rather than delivering them itself).

Deliver the local authority’s responsibilities for assessing, planning, and commissioning adult social care and wellbeing services to meet the needs of all adults with social care needs in the authority’s area; in line with the wider vision for social care to combat social exclusion.
