Gypsy and Traveller Local Plan

We are preparing a plan to address the accommodation needs of Gypsy and Travellers in North Northamptonshire. The plan will provide policies and site allocations and is intended to cover the period to 2041.

Accommodation needs for Gypsy and Travellers are currently set out in the Gypsy and Traveller Accommodation Assessment (GTAA) for North Northamptonshire which was published in March 2019. The GTAA is currently being updated, this update will inform the Gypsy and Traveller Local Plan as it is developed.

Scope and Options Consultation

The Scope and Options consultation is the first stage in preparing the Gypsy and Traveller Local Plan. We are seeking views on the key issues to be addressed by the plan and on the scope and content of the plan.

The Scope and Options consultation document is accompanied by a Sustainability Appraisal Scoping Report.

The Sustainability Appraisal Scoping report proposes a framework that includes objectives and indicators to measure progress against. We can then use this to assess our draft policies and proposals as part of the plan making process. We are also inviting comments on the SA Scoping Report.

Comment

The consultation period starts on Wednesday 5 April 2023 and closes at midnight on Wednesday 31 May 2023.

Next steps

The feedback from the consultation will help us develop the next stages of the Gypsy and Traveller Local Plan.

The Local Development Scheme (LDS) is a project plan that sets out the future stages in preparing the plan. The latest LDS was agreed in March 2022, however the dates set out in this document are currently under review. In advance of a full review of the Local Development Scheme in summer 2023, the timetable has been updated to reflect the current consultation and work programme:

  • Early stakeholder engagement – April 2023
  • Draft Plan for consultation – September / October 2023
  • Publication consultation – January / February 2024
  • Submission to the Secretary of State – April 2024
  • Examination – July 2024
  • Adoption – February 2025
