Statement of reasons

North Northamptonshire Council, in exercise of their powers, propose to make an Order under Sections 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 to prohibit any vehicle to enter or be in the layby section of the A4500 any time except for access as indicated in the schedule to the draft Order and detailed in the schedule below.

Section 1 of the “Road Traffic Regulation Act 1984” states that the traffic authority may make an Order under this section where it appears to the authority making the Order that it is expedient to make it:
- for preventing the use of the road by vehicular traffic in a manner which, is unsuitable having regard to the existing character of the road
- for avoiding danger to persons or other traffic using the road or any other road or for preventing the likelihood of any such danger arising
- improve the amenity of the area
