Proposals to improve traffic management and pedestrian safety to be discussed

North Northamptonshire Council’s Executive will meet next week to discuss three key proposals aimed at improving traffic management and pedestrian safety in the local area.
The Executive will be asked to approve the introduction of bus lane enforcement using Automatic Number Plate Recognition at Newland Street, Kettering and Arnsley Road, Corby. This proposal would see the existing highway restrictions reviewed to make them clearer for motorists, and permit only hackney carriages, buses and cyclists to enter the bus lane between 8am - 8pm Monday to Saturday.
If approved and implemented, measures on Newland Street, Kettering and Arnsley Road, Corby would reduce congestion, improve road safety, and encourage walking and cycling. Access for loading/unloading would be maintained.
The report also considers the expansion of School Streets, beyond the trial scheme at St Barnabas Street, Wellingborough to other areas in North Northamptonshire, with a proposal to deploy ANPR cameras at designated School Streets to support enforcement and deter anti-social parking.
School Streets are roads outside a school which have restrictions to vehicles at the start and end of the school day. Restrictions can apply to part or all of a road or multiple roads near a school and are in force every weekday all year round. No decision has been made on which other schools might be considered for such designation, and any designation will follow a due process including discussion with the school and consultation with local residents.
Funding for the investment in these schemes has come from the Department of Transport’s Local Transport Grant for 2025/2026.

The proposals for Newland Street and Amsley Road reflect concerns raised by residents who have been asking for the council to review the safety of these roads.
Separately, School Streets can improve the experiences of a school’s pupils and staff and neighbours alike at peak school times.
We are at the start of this process, and any enforcement would go through a statutory consultation before it is implemented.
If Executive approve the plans for traffic enforcement measures in North Northamptonshire, there would be a statutory consultation on the proposals. It is estimated that this process would take approximately four months before the new enforcement cameras go live.
