Human resources policies for schools
Core employment (Human Resource) policies written specifically for maintained schools within the North Northamptonshire area. They are recommended for adoption by individual Governing Bodies.
Pay policy
Governing bodies of voluntary aided and foundation schools may also adopt this pay structure.
The pay values reflect the National Joint Council for Local Government Services pay award agreed for 2022/23. It also reflects the removal, on 1 April 2023, of NJC scale point (SCP) 1 – which means Grade A will no longer exist and means Grade B will be a SCP 2.
Schools with employees paid at NJC SCP 1 should seek advice from their HR or payroll provider to move the employee to Grade B SCP 2.

Further policies and templates
Using these policies
The policies, once adopted, should be shared with staff and may be published on the schools staff intranet, but may not be shared further or published on the school’s external website:
- Community, community special, voluntary controlled and local authority maintained nursery schools may adopt these policies without further trade union consultation because these schools are covered by the council’s Trade Union Recognition Agreement and we have consulted unions on these framework and model policies.
It is good practice to share the policies with staff and consider any feedback prior to the Governing Body formally adopting them. Should a schools wish to make amendments to the policy, the Governing Body will need to arrange their own consultation with local representatives of the relevant recognised trade unions
- Voluntary Aided and Foundation schools. The Governing Body is the employer and are not covered by the council’s trade union recognition agreement - these schools will need to consult with the relevant trade unions recognised by the school if they wish to adopt this policy
