Apply for a parking permit in the Kettering area

You can apply online for a residents permit - it costs £35 per year.

A maximum of 3 permits can be applied for per property.

In certain instances you will be able to choose between a paper permit or a virtual permit.

Virtual permits

Once paid for, a virtual permit will become live on the start date chosen on your application.

If you have a virtual permit with 2 vehicle registrations, you will need to sign in to your permit account and assign the permit to the vehicle in use.

Paper permits

Paper permits must be displayed in the vehicle at all times, with all details are clearly visible through the windscreen. 

If all permit details cannot clearly be seen by enforcement officers, a penalty charge notice may be issued.

Permits are only valid in the zone showing on the permit and are not valid in any other zone.

To apply for a residents permit online you will need:

  • proof of residency (dated within the last 3 months such as utility bill, tenancy agreement or a bank statement)
  • the vehicle registration document (V5C or equivalent) or vehicle insurance schedule

Residents permits and visitor scratchcards are valid for use in the streets listed within the parking zone. 

Visitor scratchcards must be clearly displayed in vehicles, with the vehicle registration written within the space provided and the day marked off.

Parking on yellow lines within the zones is not permitted.

Further permit information

Please contact us before moving into the property so we can offer advice and prevent the possible issue of a penalty charge notice.

If you are moving into a property within a residents controlled parking area we appreciate you may not have all the required documents amended to your new address. While documents are being amended, you will be able to apply for a Kettering Temporary Residents Permit which will be valid for 3 months.

To apply for a temporary permit online you will need proof of residency (such as tenancy agreement or a bank statement).

Only one temporary permit will be issued per household.

Extending your permit

Once you have a temporary permit, you will have the opportunity to extend it towards the end of your permit duration period.

To extend your temporary permit you will need to provide the vehicle registration document (V5C or equivalent) or vehicle insurance schedule.

Temporary permits will be extended to the full 12 months at no additional cost (subject to your tenancy agreement).

Permits will be issued from the initial permit start date of your temporary permit. 

You will receive a renewal reminder email with further instructions 30 days before your permit expiry date.

Should supporting documents be required to complete your renewal application, an additional email with further instructions will be received prior to our renewal reminder email.

You can renew your permit online up to 30 days before your permit expiry date. It is your responsibility to renew your permit before it expires.

You will need your sign-in details and a debit or credit card to make payment. Cash payments are not accepted.

The cost to renew a residents permit is £35.

Blue badges are not valid for use in the resident controlled parking zones, including all single and double yellow lines.

All vehicles must display either a valid residents parking permit or a visitor scratchcard from the resident they are visiting.

If you have lost your permit, please email [email protected] and we will arrange a replacement permit.

A £5 replacement fee will apply - we will provide instructions on how to arrange payment.

If your vehicle has been stolen and a crime reference number is supplied, the permit will be replaced at no charge.

Illegal use of a permit reported to be lost or stolen will result in a Penalty Charge Notice (PCN) being issued.

You can submit a change of vehicle request online by signing in to your account and viewing the 'My Permits' tab.

Select the permit you would like to update and view the vehicle sub tab within your permit details. 

You will then be able to submit your request by selecting “change of vehicle” and entering your new vehicle details.

As part of your request, updated supporting documents for your new vehicle will be required to be uploaded online.

Examples of supporting documents you can provide include:

  • vehicle registration document (V5)
  • vehicle insurance schedule 
  • Or a dated company headed letter (confirming employment, name, address, vehicle registration, vehicle make, model and colour). 

Physical permits must be returned to us before we are able to process your change of vehicle request. If you are unable to return your old permit, a replacement fee will apply.

Visitor scratchcards let those visiting a resident (family, friends and tradesmen) to park their vehicle within that specific residents parking zone.

Visitors must not park in the permit zone until they have a valid scratchcard, including Disabled Blue Badge holders.

Visitor scratchcards must be clearly displayed in vehicles, with the vehicle registration written within the space provided and the day marked off.

The online application process first requires an application for a visitor scratchcard licence.

You must provide the following original documentation with your application:

  • Proof of residency which is dated within the last 3 months (such as a utility bill, tenancy agreement or bank statement)

Landlords need to register to the address in the permit zone and provide evidence of ownership.

Once your visitor scratchcard licence has been reviewed and issued, you will then be able to submit applications for visitor scratchcard books.

Costs and application limits

Scratchcards cost £6 per book of 24. There is no limit on the number of scratchcards that may be purchased. We do not accept cash payments.

A total of 10 books can be purchased per visitor scratchcard application and there is no limit on the number of applications that can be submitted.

Visitor scratchcards will not be issued if:

  • incomplete documents are received
  • incorrect documents are received
  • full payment is not received
  • your visitor scratchcard licence is suspended

Conditions of use

  • a visitor scratchcard is only valid for parking in accordance with the North Northamptonshire (Waiting and Loading Restrictions and On Street Parking Places) Order 2020
  • visitor scratchcards are not valid on vehicles exceeding 5.30 metres in length and 2.25 metres in height
  • disabled Blue Badge Holders are required to display visitors scratch cards.  Blue Badges are not valid in the zones
  • on arrival in the parking place, ensure that your visitor scratchcard is valid for the parking place you intend to use - this will be indicated by the Zone on both the card and on the adjacent signs
  • scratch off the day, date, month and place the card in the front nearside (i.e. passenger’s) side of the vehicle so that it may be clearly seen from outside
  • the visitor scratchcard does not guarantee a space in the Residents’ Zone to which it applies and vehicles must only park within the confines of designated bays and not on yellow lines nor block/interfere with any access
  • contravention of these regulations will invalidate the card and the vehicle will be subject to the issue of an Penalty Charge Notice (PCN)
  • misuse of any visitor scratchcards (e.g. by a commuter) will result in withdrawal of the facility
  • visitors Scratch cards are issued subject to the current Parking Regulations in force by North Northamptonshire Council
  • at present visitor scratchcard books will remain valid after the 12 month period has expired on your application, providing that you still reside at the address the application was made under - therefore, additional applications for scratch cards should only be completed if your stock is almost depleted or if residents are forward planning for future visitors and workers
  • Do not display multiple visitor scratchcards in a vehicle permanently - the intended purpose of the permit is for visitors or workers to your property

You may only apply online for a school parking permit if you have a child at:

  • St Peters School, Headlands (Zone J only)
  • St Thomas More School, Northampton Road (Zone M)
  • Wren Spinney School, Westover Road (Zone M only)

School parking permits are only valid between 8am and 9am and also between 3pm and 4pm from Monday to Friday, during school term time only.

Physical (paper) permits must be displayed in the vehicle at all times, ensuring all details are clearly visible through the windscreen.

Permits have an annual fee of £15 per academic year.

The entrance of the zone has large signs advising motorists that the area is for permit holders only and repeater signs stating 'Residents Permit Holders' are in place. The permit has been issued to allow you to safely drop off and collect your children from school. Parking spaces vary from road to road and the permit does not give an exemption to any other parking restriction (e.g. yellow lines or clearways).

You are not allowed to reserve a specific parking space and having a permit does not guarantee you a space.

You will be required to provide a school permit entitlement form and vehicle evidence with your online application.

Examples of supporting documents you can provide include:

  • dated company headed letter (confirming employment, name, address, vehicle registration, vehicle make, model and colour)

School entitlement forms are available on request by emailing [email protected] and from the associated schools.

Motorcycles are permitted to park in a residents’ parking bay or zone provided that they park displaying a valid permit and that they comply with the requirements of the permit terms and conditions.

It is the responsibility of the motorcycle owner or hirer to ensure that the permit is securely attached to the vehicle, if you are applying for a physical permit. However we would recommend applying for the virtual option, as this will prevent theft or loss and any replacement costs.

Please be reminded that it is not the responsibility of our officers to advise motorists of how to display their permit.

Existing paper permits will remain valid until the expiry date shown on the permit - there is no need to replace it until it expires.

An account will need to be set up initially and once registered you will be able to manage your permits online.

Certain permit types will now have the option of continuing with a physical (paper) permit or having a virtual permit where there will be no additional fees for changing details (change of vehicle etc.).

Physical permits (paper)

Permits are only valid in the zone shown on the permit and must match that shown on the permit sign.  You are not permitted to park in any other zone.

Physical permits with two vehicle registrations can only be displayed in one vehicle at any one time. Should both vehicles be parked in the associated zone at any one time, a penalty charge notice may be issued. 

You must allow a minimum of 14 working days for all postal applications.

Permits will be posted via second class mail. We are not responsible for any items lost in the post. Collection may be available on request.

Permits must be displayed in the vehicle ensuring all the written details on the permit are clearly visible through the windscreen at all times so that all of the particulars can be clearly seen by the enforcement officers. Failure to comply may result in a Penalty Charge Notice (PCN) being issued.

We can't give refunds as the initial costs cover our administrative fees for issuing permits.

Replacement permits

An administrative cost of £5 will be charged (lost, stolen, damaged or undelivered etc.). In order to minimise potential fraudulent use of the scheme, limitations on duplicate/replacement requests may apply.

Change of vehicle

Proof will be required to show that the applicant is the registered keeper of the vehicle (new keeper slip, insurance schedule or proof of purchase/sale). The old permit must be returned prior to processing the request.

Failure to return the permit will result in the request being treated as a new application, the normal documents will be required, and the usual fee charged. Please apply and allow sufficient time for your new permit to arrive before the change of vehicle.

Virtual permit (electronic)

Permits are only valid in the zone applied for and you are not permitted to park in any other zone.

You must allow a minimum of 5 working days to process all online applications.

A virtual permit with two vehicle registrations requires the permit holder to assign the permit to the vehicle in use.

It is the permit holder’s responsibility to assign the permit to the correct vehicle registration and failure to comply may result in the issuance of a PCN.

We can't give refunds as the initial costs cover our administrative fees for issuing permits.

Change of vehicle/details

No administrative fees will be charged. Proof will be required to show that the applicant is the registered keeper of the vehicle (new keeper slip, insurance schedule or proof of purchase/sale). Please apply and allow time for your new permit to be approved before a change of vehicle.

Refunds will not be issued as the initial costs are administrative fees for the processing of the application.

Permits do not become valid until payments has been received and a confirmation email is sent.

If your permit type allows for more than one vehicle to be registered, it remains your responsibility to assign the permit to the correct vehicle registration and failure to comply may result in the issue of a PCN.

Waivers and dispensations

Waivers and dispensations are only valid in the location applied for. You are not permitted to park in any other location.

You should allow a minimum of 5 working days to process all online applications.

For emergencies or urgent requests, please telephone 0300 373 1022. A credit or debit card will be required.

Waivers and dispensations are limited to a maximum of two vehicles per location unless there is an emergency or at the discretion of Parking Services.

There is a further limit of one vehicle per location within town centres.

Refunds will not be issued as the initial costs are administrative fees for the processing of the application.

Further details

Resident’s permits are limited to 3 permits per property and are issued on a first come first served basis and only valid for the vehicle registration as quoted on the permit.

Visitor scratch cards are unlimited per property, are for the sole use of visitors and are not a substitute for a residents permit. Misuse may result in a Parking Charge Notice being issued and the permit may be revoked.
Business permits are limited to a maximum of 3 per business.

Temporary permits are limited to a maximum of one per applicant and are valid for 3 months. If suitable documentation is provided before expiry, then the temporary permit will be exchanged for a full residents permit (valid for 12 months from the date the temporary permit was issued).

Proof of both residency and vehicle ownership is required as a first-time user of the new system prior to us processing your application.

Failure to supply the necessary documentation within 14 days will result in the offer being withdrawn.

Renewals

You will not be able to renew your existing permit as a first-time user of the new system. Instead, you will need to register an account on-line and apply for a brand-new permit.

Proof of Residency and Vehicle Ownership will no longer be required for future permit renewals before the expiry date. However, by completing the renewal application you are confirming that you are still resident, and the vehicle is registered at the property.

Renewal reminders (Residents & Business permits only) will be issued by email 30 days prior to expiry.

A permit does not guarantee you a space to park in a particular street. It does allow your vehicle to park in the allotted parking zone but not on any yellow lines, footways, verges, or time limited bays for longer than permitted.

Permits cannot be issued if:

  • a vehicle exceeds 5.30 metres in length or 2.25 metres in width
  • incomplete documents are received
  • maximum number of permits have been issued (e.g., 3 residents permit already registered at the property).

We reserve the right to check the particulars of any permit application at any time and may withdraw a permit if deemed ineligible.
