North Northamptonshire Council acknowledges today’s publication of its Regulatory Judgement by the Regulator of Social Housing, following the formal housing inspection undertaken in December 2025. The Council has received a C2 consumer standard grading, and it welcomes the balanced and fair assessment set out in the judgement.

The Regulator of Social Housing is the national body responsible for setting and overseeing standards for all social housing providers in England. Its role includes protecting the rights and interests of tenants, ensuring the safety and quality of homes, and holding landlords to account where improvements are required.

While the Regulator recognised that the Council is compliant in many areas and has already made important progress in improving housing services, the C2 grading confirms there are areas where further improvement is needed. The Regulator noted that, although many improvements are already underway, it is too early to evidence their sustained impact.

The Council welcomes the recognition of strengths across its housing service, including strong performance across most landlord health and safety checks, meaningful opportunities for tenant involvement and scrutiny, and a positive culture of treating tenants with fairness and respect.

It also acknowledges that the judgement has identified that further progress is required in some areas, including completing outstanding stock condition surveys, ensuring all homes meet the Decent Homes Standard, strengthening oversight of health and safety remedial actions and improving the responsiveness of non emergency repairs.

Opportunities for the Council to enhance monitoring of anti social behaviour, sustaining improvements in complaints handling, and continuing to increase understanding of the diverse needs of tenants to ensure accessible and equitable services were also identified. 

The Council has firmly committed to addressing these areas at pace and has already committed to accelerating its stock condition survey programme, strengthening performance reporting, delivering further service improvements to repairs and maintenance, and enhancing the quality and timeliness of complaints responses.

I would like to thank the Regulator, our staff, and our tenants for their openness and constructive engagement throughout the inspection process.

While we are pleased that the Regulator has recognised the progress made so far, we know there is more to do. We are committed to delivering improvements at pace, with many actions already in motion. Our Housing Improvement Board continues to play a crucial role in overseeing progress, supported by the invaluable input of tenant representatives who ensure that the voices of our residents remain central to our work.

We will continue to work closely with the Regulator of Social Housing as we deliver the required improvements. We will also make sure tenants are kept informed and involved at every stage.

Our housing services remain a top priority for the Council, and we are determined to achieve a full C1 grading. This judgement is an important point in our improvement journey, great homes are essential for underpinning many of the priorities in our Corporate Plan, and we will continue to drive forward the changes needed to deliver good quality housing and the best possible outcomes for all our tenants and leaseholders.
